
On 30 March 2026, the European Commission published its guidelines on the application of Regulation (EU) 2025/40 on packaging and packaging waste, along with a FAQ, to ensure the uniform application of the new rules and to address stakeholders’ practical questions.
Regulation (EU) 2025/40 on packaging and packaging waste (PPWR) entered into force on 11 February 2025 and will apply from 12 August 2026.
The practical implementation of the new rules has been generating a lot of questions due to their novelty and complexity.
This Guidance in intented to eddress the questions, where, according to the Commission, “there is an evident margin of legal discretion.” For the other questions received, DG ENV published a Frequently Asked Questions (FAQ) document, which will be regularly updated.
The Guidance
The guidance document clarifies rules where the PPWR need further interpretation and areas where stakeholders have requested assistance. For instance, it clarifies when a company is considered manufacturer or producer, as well as which items are considered packaging under the Regulation.
It also spells out the restrictions on single-use packaging, or the application of re-use targets. In addition, it provides guidance on how to apply extended producer responsibility for packaging and on the obligation to set up deposit and return systems.

The accompanying Frequently Asked Questions (FAQs) address a wide range of practical issues raised by stakeholders since the adoption of the PPWR last year.
