On January 28, 2026, ECHA (European Chemicals Agency) launched a consultation on Germany’s proposal for harmonized classification and labeling (CLH) of 1,4-Butanediol (solvent), and published Belgium’s proposal for Benzyl Benzoate (fragrance ingredient).

1,4-Butanediol

Butane-1,4-diol (CAS No.110-63-4, EC No.203-786-5, INCI: 1,4-Butanediol) is an ingredient listed in the Cosing, with the function: Solvent.
The substance is not currently regulated by European Cosmetics Regulation 1223/2009.
It is also not currently listed in Annex VI of European CLP Regulation 1272/2008.

Germany proposes to classify the substance as follows.
