On July 2, 2025, the European Chemicals Agency (ECHA) announced Austria’s intention to propose a new harmonized CLH classification for the oxidising agent Potassium Chlorate, as an endocrine disruptor.

Potassium chlorate (CAS No.3811-04-9, EC No.223-289-7, INCI: Potassium Chlorate) is an ingredient listed in the Cosing, with the function: Oxidising.
The substance is listed in Annex III/6 of European Cosmetics Regulation 1223/2009 which limits its maximum concentration to 5% in toothpastes and 3% in other products.
It was added to Annex VI of European CLP Regulation 1272/2008 by Delegated Regulation (EU) 2024/197 (21st ATP of the CLP), applicable from 1st September 2025, with the following classifications:
• Ox. Sol. 1, H271 - May cause fire or explosion; strong oxidiser
• Acute Tox. 3, H301 - Toxic if swallowed

Austria intends to propose an additional classification:
• Endocrine disruptor for human health
