Great Britain notifies restrictions on the use of Benzophenone-3

On 8 May 2025, Great Britain notified a draft text introducing restrictions on the use of Benzophenone-3 in cosmetic products. A 60-day consultation has been opened.

This future regulation was initiated following the Opinion of the SAG-CS, the British Scientific Committee in charge of assessing the safety of cosmetic ingredients, published in December 2023.

The text provides for the amendment of entry 4 of Annex VI (“Authorized UV filters”) of the Cosmetics Regulation as it applies in England, Wales and Scotland, as follows.

Product type, body parts
(a) Face products, hand products, and lip products, excluding propellant and pump spray products
(b) Body products, including propellant and pump spray products
(c) Other products
Maximum concentration in ready for use preparation
(a) 6%
(b) 2.2%
(c) 0.5%
Other restrictions
For product types (a) and (b), not to be used at more than 0.5% to protect product formulation. If used at 0.5% to protect product formulation, the levels used as UV filter must not exceed 5.5% for product type (a), or 1.7% for product type (b).

This text must be adopted on 21 July 2025.
It is due to come into force on 21 January 2026.
Products placed on the market before 21 January 21 2026 will be able to continue to be made available until 31 July 2026.
