
On 15 September 2025, Spain notified a draft Royal Decree “regulating the accessible labelling of consumer products.” The main objective is to ensure the health and quality of life of persons with disabilities, particularly those with visual impairments, as vulnerable consumers.
Editor’s note dated 22 December 2025: Following the detailed opinion issued by the European Commission, Spain announced that it was withdrawing this proposal, stating that the aim is to modify the approach and that “new legislation will be drafted from a different perspective that will not create technical barriers to trade.”
Products covered
The future Decree will apply to consumer products, in particular cosmetic products falling within the definition of Regulation (EC) No 1223/2009, an indicative list of which is provided in Annex I to Royal Decree No 1599/1997.
It will apply to all products marketed in Spain, regardless of the place or channel through which they are made available to the consumer or end user.
However, it will not apply to products intended exclusively for industrial or professional use, nor to the sale of bulk products, unpackaged products or products packaged at the point of sale or at the customer’s request.
