Chile notifies the ban on cosmetics tested on animals

On 25 February 2025, Chile opened a consultation on an amendment to its Supreme Decree No.239 approving the Regulations of the National Cosmetics Control System. The aim is to prohibit the introduction onto its domestic market of cosmetic products that have been tested on animals to demonstrate their safety and efficacy.

On 26 January 2024, Chile passed Law 21646, which bans the use of animals for cosmetic testing and came into force on 27 January 2025.
This law provides for:
• a national ban on animal testing to demonstrate the safety and efficacy of ingredients, combinations of ingredients and the final formulation of cosmetic products,
• a ban on the marketing, import and introduction of these products if they have been tested on animals after the law comes into force,
• the use by manufacturers of recognised alternative methods to demonstrate the safety and efficacy of products and their ingredients,
• the drafting of a regulation including key aspects to ensure the correct implementation and enforcement of this law, as well as requirements for the promotion of cosmetic products that have not been tested on animals and are free from cruelty to animals.

Provisions under consultation

To implement this, the Ministry of Health has prepared an amendment to Supreme Decree no. 239 to insert the necessary provisions, which are now open to comments from stakeholders.
